The Occupational Safety and Health Administration’s (OSHA) Outreach Training Program is a voluntary program to train workers in the basics of safety and health hazard recognition and prevention. OSHA authorizes trainers who complete general and construction industry train-the-trainer courses to conduct occupational safety and health classes for workers. OSHA has promoted workplace safety and health by authorizing trainers since 1971.

 

30-HOUR CONSTRUCTION INDUSTRY OUTREACH TRAINING PROGRAM

The 30-hour Construction Industry Outreach Training Program is intended to provide entry-level general industry worker information about their rights, employer responsibilities, and how to file a complaint as well as how to identify, abate, avoid, and prevent job-related hazards on a job site.

The training covers a variety of construction industry safety and health hazards that a worker may encounter. 

Training should emphasize hazard identification, avoidance, control, and prevention, not OSHA standards.

Instructional time must be a minimum of 30 hours.

Breakdown of topics as follows:

  • Mandatory – 15 hours: 
  • Elective – 12 hours: 

Choose at least six of these topics. Minimum of one-half hour each

  • Optional – 3 hours: 

Teach other construction industry hazards or policies and expand on the mandatory or elective topics, a minimum of one-half hour.

30-HOUR MANDATORY COURSE TOPICS

  • Introduction to OSHA – at least two hrs.
  • OSH Act, General Duty Clause, Employer and Employee Rights, and Responsibilities, Whistleblower Rights, Recordkeeping          Inspections, Citations, and Penalties, Value of Safety and Health, OSHA Website, OSHA 800 number, and resources
  • Managing Safety and Health – at least two hrs.
  • OSHA Focus Four Hazards-Falls (minimum 1hr. and 15 mins.);
  • Electrocution, Struck-by, Caught-In or Between, -at least 30 mins. each.
  • Personal Protective and Lifesaving Equipment – at least 2 hrs.
  • Health Hazards in Construction – at least 2 hrs.
  • Stairways and Ladders – at least 1 hr.

 

30-HOUR ELECTIVE COURSE TOPICS

Choose at least 6 of the following topics – Must add up to at least 12 hours, minimum length of any topic is one-half hour

  • Concrete and Masonry Construction
  • Confined Space Entry
  • Cranes, Derricks, Hoists, Elevators, and Conveyors
  • Ergonomics
  • Excavations
  • Materials Handling, Storage, Use, and Disposal
  • Motor Vehicles, Mechanized Equipment, and Marine Operations; Rollover Protective Structures and Overhead Protection; and Signs, Signals and Barricades
  • Powered Industrial Vehicles
  • Safety and Health Programs
  • Scaffolds
  • Steel Erection
  • Tools-Hand and Power
  • Welding and Cutting
  • Foundations for Safety Leadership (minimum 2.5 hrs.)

 

30-HOUR OPTIONAL COURSE

Teach other construction industry hazards or policies and/or expand on the mandatory or elective topics.  Optional 3 hours.

The minimum length of any topic is one-half hour.

 

Each student will receive:

  • Employee Training Handbook
  • Upon successful completion of the course, participants will receive an OSHA 30-Hour Construction Industry Outreach and Department of Labor course completion card and Attendance Certificate.
